ABSTRACT

Frederick II of Swabia played a fundamental role in defining the governance of ports in the Mezzogiorno. This was accompanied by the restructuring of existing ports and the construction or extension of new ones. On October 5,1239 the Ordinatio novorum portuum per regnum ad extrahenda victualia was issued, with the purpose of specializing in 11 ports and appointing custodes portuum and notaries. Frederick II's port policy is also accompanied by a vision of development, which strongly links the territories, productive vocations and trade in a logistic system with a tax exemption that recalls the Zes today.
